Florida Responsible Vendor Alcohol Training (Initial)

Training Overview

  • Duration: ~1.5–2 hours
  • Access: 90 days (initial training); refresher access at 4 and 8 months
  • Languages: English and Spanish
  • Certificate: Issued by Serve It Up Safe

Get your team fully compliant under Florida’s Responsible Vendor Act – not just trained. This isn’t a generic alcohol safety video. Serve It Up Safe’s RVA program covers the complete set of requirements under §561.705: initial training, tri-annual refreshers, employee questionnaires, written policies, signage, and compliance documentation.

Responsible Vendor status protects your liquor license, reduces fines and penalties, and limits your liability in the event of an alcohol-related incident. Without it, your establishment faces the full weight of DBPR administrative consequences and potential civil liability under Florida’s dram shop law (§768.125).

What’s Included

  • Self-paced online RVA training (initial) – covers all required topics under §561.705
  • Refresher training access at 4 and 8 months – satisfies Florida’s tri-annual requirement automatically
  • Florida Responsible Vendor certificate for trainee
  • Employee questionnaire (required at hire under §561.705 to confirm eligibility to serve alcohol)
  • Written dismissal policies and employee acknowledgment forms (required for RVA qualification)
  • All required signage – ready to print and post
  • Compliance documentation and training records maintained through our online platform
  • Available in English and Spanish

How It Works

  • Purchase the course and create your account.
  • Complete the self-paced online training (~1.5–2 hours).
  • Download your RVA certificate, signage, employee questionnaire, written policies, and acknowledgment forms.
  • Complete refresher training at 4 months and 8 months (access included) to maintain compliance for the full 12-month period.
  • Keep all documentation on file – DBPR may request proof of compliance during inspections.

Why This Matters

  • Shields your liquor license from suspension or revocation for qualifying employee violations (§561.706)
  • Reduces penalties and fines for alcohol-related offenses
  • Limits civil liability if a trained employee unintentionally serves a minor or overserves a patron
  • Improves insurance eligibility and may reduce premiums
  • Demonstrates documented due diligence in the event of a DBPR compliance check

Who Is This For?

  • Bartenders, servers, and any employee involved in selling or serving alcohol in Florida
  • Managers and owners of establishments holding a Florida liquor license
  • Establishments seeking or maintaining Responsible Vendor status with the DBPR
  • Training timelines: Under the Florida Responsible Vendor Act, managers must be trained within 15 days of hire and employees within 30 days. Until training is complete, untrained employees must be supervised when serving alcohol.

MATERIALS TAB (Post-Purchase)

The following content and downloadable documents should be placed in the Materials tab, visible only after the learner enrolls. These documents fulfill the requirements outlined in the DBPR’s Responsible Vendor Qualifications Checklist (BLE-116).

Your RVA Compliance Checklist

Completing the training is step one. To fully qualify as a Responsible Vendor under §561.705, your establishment must meet all of the following requirements. Serve It Up Safe provides all required documentation – follow this checklist to ensure you’re fully compliant.

1. Training Requirements

  • Non-managerial employees who serve alcohol or check IDs must complete the server training course within 30 days of employment.
  • All managers must complete the alcohol server management course within 15 days of employment.
  • Untrained employees must be supervised when serving alcohol until their training is complete.
  • All employees must complete refresher training every 4 months (tri-annual requirement) – your refresher access at 4 and 8 months is included with this course.

2. Responsible Vendor Acknowledgement & Agreement (Required)

Every employee must review and sign the Responsible Vendor Acknowledgement & Agreement. This document covers:

  • Company alcohol service policies (responsible service, age verification, compliance with notices)
  • Written policy requirements (zero-tolerance dismissal policy for controlled substance use on premises)
  • Employee questionnaire – determines whether the employee is legally precluded from serving or selling alcohol (required by DBPR at hire)
  • Training acknowledgment confirming the employee has completed training covering all BLE-116 topics
  • Downloadable document: Responsible Vendor Acknowledgement & Agreement (PDF)

Note: Ideally, this document should be reviewed and electronically signed by the trainee at the end of their training, then stored electronically alongside their certificate. If electronic signing is not yet available, print the form, have the employee sign, and keep on file.

3. Required Signage (Must Post)

The following sign is required to be posted in a conspicuous location on your premises per §561.705(9):

  • Notice to Customers (3-in-1 Sign) – covers underage service policy, ejection/prosecution for underage purchase, and ejection/prosecution for controlled substance use/trafficking. This single sign satisfies the signage requirement.
  • Downloadable document: Notice to Customers – 3-in-1 Sign (PDF)

4. Additional Signage (Optional but Recommended)

The following signs are not required by statute but are recommended for your establishment:

  • “On or Before Today’s Date” – age verification reminder sign with current year
  • “Acceptable IDs” – lists the 4 valid forms of identification
  • “Right to Refuse Service” – Florida Statute 562.51 (rights as private enterprise)
  • “No Alcohol Beyond This Point” – for establishments with restricted areas
  • Downloadable documents: All optional signage PDFs

5. Alcohol Incident Report Form (Recommended)

Use this form to document any alcohol-related incidents at your establishment, including fake IDs, over-intoxication, physical altercations, refusals of service, and law enforcement contact. Maintaining incident records demonstrates due diligence and strengthens your position in the event of a DBPR inspection or civil liability claim.

6. Record Keeping

  • Maintain records of: employee applications with hire dates, signed acknowledgments, training completion records (initial and refresher), and any enforcement of dismissal policies
  • These records are subject to review during a DBPR compliance inspection
  • Serve It Up Safe maintains digital training records through our platform – print copies for your on-site file

Common Mistakes That Can Disqualify Your RVA Status

  • Training staff but not completing the employee questionnaire at hire
  • Running refresher meetings that don’t cover the required statutory topics
  • Not maintaining written dismissal policies or signed employee acknowledgments
  • Missing the 15-day manager training deadline
  • Failing to supervise untrained employees during their first 30 days
  • Not posting the required signage
